18/1796/VAR - Exeter Youth Rugby Ltd Oil Mill Lane Clyst St Mary - Variation of condition 6 of planning permission 14/1572/FUL (creation of newentrance to former agricultural field for creation of 3 no. rugby pitches and construction of new access, parking and temporary ancillary accommodation) to remove restriction to rugby only.  The PC has closely examined the submission of agents following the request for additional information.It is noted that the further use is for ‘field sports’ during the rugby closed season for local, sporting, school, disability and teaching groups. Does this mean the use will remain as at present from September to May i.e.  rugby only and additional field sports only during the summer? There is no indication of the precise nature of the proposed activities/sports (other than to exclude motorised sport) or the frequency of use of the site. The PC is still concerned that intensification of use of this site will have a detrimental impact on the setting and character of the area.   In our view there is still insufficient information about the precise proposed use of the site and greater clarity is needed. Therefore our original objection remains.  Decision - Approved.

18/1238/ful – Barns at Winslade Barton – conversion of existing barn into four dwellings.Comments: Whilst there are no objections in principle to the conversion of redundant barns to residential use the Parish has serious highway safety concerns over the increased use of the access/exit onto the busy A376 road.   In addition there are sustainability issues with no easy pedestrian access for residents to the village amenities.

17/2336/mful – Cat & Fiddle Inn - Construction of two storey 33 no. bed hotel, alterations to public house and re-configuration of car parking. Planning Team supports this proposal, the details of which have taken into account the wishes and needs of neighbours. 

17/2414/FUL - Land Opposite Starrs Dairy Sowton - New vehicular access. Planning team supports the proposal, but suggests that permission should specify drainage work is undertaken, despite the supporting letter from Stags. This letter says that the site “is not in an area which has been notified to the Environment Agency as having critical drainage problems…and the proposal does not have a high potential of increasing the risk of flooding on or off the site”.In fact the proposed access is actually only a few metres from a low point in the carriageway, which in recent years has frequently flooded from field run-off and several vehicles have been trapped there. The attached photograph is typical of the situation and was taken in January 2010 opposite the point where the new access is planned. We thus recommend that measures are included to prevent any run-off of surface water from the site reaching the adjacent highway at any time.  AMENDMENT – 11/12/17. We object to the application on the basis that there is flooding on the site which is not
covered by any works that are included in the application.

17/2628/TRE – 96 Clyst Valley Road - T1, Turkey oak: i) Crown reduction to retain a tree with an approximate height of 12 metres and spread of 4 metres (Pruning cuts of up to 50mm diameter) Crown raise up to 4 meters. T2, Field maple: Crown reduction to remove new growth. Planning team recommends refusal because the trees are healthy and proportional, unless EDDC Tree Officer disagrees.

The infrastructure/access hasn't changed. Even though this is a conversion of an existing building, the two new units should still be regarded as unsustainable.

The planning process should start again with the lodging of new plans and supporting documents.

17/0650/VAR – Enfield, Oil Mill Lane - Variation of condition 7 (ii) of planning permission 15/1473/VAR to allow alternative site for feedstock source and variation of condition 7 (iii) to alternative destinations for digestate, and variation of condition 2 (plans condition) to replace approved transport statement. Further to the objection already stated by BCPC we would like to comment as follows: Our concerns about this site and the nuisance it is causing to this community are not diminishing in any way. As well as the assurances of a a clean and smell-free operation, the initial development of the anaerobic digester was agreed on the basis that it would be ‘fed’ with locally sourced waste material – in
particular, pig slurry coming from the very site it abuts. This is now  NOT being used and has to be unsustainably transported from the site.
Conversely, the new application reflects the intention of the owners to acquire material for the biodigester from distant sources, all
transported by road.  The routes for this include a number of congested roads, particularly the A30/M5 junction. PC does not support this application and will be unable to support any further development of this site until the basic conditions are met.
